BRIEF ON INFOCOMMUNICATION INDUSTRY IN UKRAINE

Infocommunication industry is a fast growing sector in Ukraine. There are over 1,300 operators of telecommunication services. The most prospective markets are Internet and IP services with a penetration level of only 14-16% . By the end of the year broadband users will reach 2.5 million people (forecast).

In 2008 Ukrainian operators have put into use nearly 222,000 automatic telephone Switching stations, among them 10,000 in rural areas. The net growth of fixed telephony subscribers has been at the level of 120,000 subscribers.

    Internet Access
Internet access segment has been the  fastest growing telecommunication sector in Ukraine. In 2008 Ukrainian internet access market featured by a variety of consolidation processes leading to stronger competition between key players.  
According to iKS-Consulting, in 2008 the revenue from internet access was estimated as $327 million , having increased by 42% comparatively to the previous year. The number of broadband subscribers has grown by 45% and acceded 2.05 million  subscribers by the end of 2008. The private consumers with 88% share dominated in the whole subscribers’ base (penetration was 10% of households). The leading technology has been xDSL holding 55% of new internet subscriptions.

    Cable TV
The cable TV segment has been the second fast growing telecommunication sector with a 30% growth rate in revenues. By the end of 2008 cable TV subscribers base  amounted 3.5 million subscribers, in 2009 – over 3.6 million subscribers. There are about 600 CATV operators. The average subscription fee is 25-60 Hrn ($4 to 8 ).

    Terrestrial TV
Digital terrestrial TV (DTT) in Ukraine: the networks are already built and working in the areas of Kiev and Kiev, Zhitomyr and Odesa Regions (administrative areas in Ukraine). The main executive, Concern RRT, is the state structure within the State Administration of Telecommunications.
The main coordinator and regulation body is  the National Council on TV and Broadcasting.
(Transmission equipment: Kvant-Efir, Rohde&Schwarts) As far as the construction of networks is in progress there is a serious interest in transmitters for DTT and other network equipment. Receivers for end users is one of the main problems. The regulators are working presently on the draft bill for tax free import of components for  STBs assembly in Ukraine. The adopted national standard is DVB-T MPEG-4. DTT market potential is around 10 million households.  

    Satellite TV
Ukraine is in the list of the most prospective countries for satellite Direct To Home (DTH) PayTV technologies development .
The present penetration level is low with  only 2.35 million. (13%) households. The growth per year  is 200%.
In 2009 the Ukrainian Government allocated the state enterprise «Ukrkosmos» to construct the Ukrainian satellite communication system with its own communications and broadcasting satellite. The satellite will provide services to broadcasting and fixed satellite services and ensure the transmission of satellite TV including HDTV, access to information networks, multimedia services and corporate and departmental VSAT-networks. Services will be provided in the expanded reception area, which include Ukraine, Belarus, The Baltic’s, Poland, Hungary, Czech Republic, Slovakia, Romania and Moldova.
According to the Prime Minister Yulia Tymoshenko declaration Ukraine will soon have its own communication satellite that is planned to launch in September, 2011.

    IPTV
The following operators already provide  IPTV services in Ukraine: Ukrtelecom (Utel, ТМ U'TV), Beeline ( «URS» and «Golden telecom », TM Beeline-ТВ), Vega. Kievstar is planning the launch soon (possibly based on technology 4G - LTE). IPTV, including HDTV, are actively developing by the smaller broadband operators, for example, ‘Ukrainian multiservice network’ (TM ‘TELEHAUS’), ‘Cosmonova’, ‘KOLO.TV’ and others.
Practically all internet providers render IPTV services. ’Tenet’ is one of the five largest providers of high-speed broadband Internet access and serves approximately 35,000 customers.
