The integration of Ukraine in the global information space, resolving the problems of information provision for Ukrainian users despite their location lead to the need of creation and development of satellite telecommunication networks of communication and broadcasting. As an independent state with advanced space industry, Ukraine should build satellite telecommunication system based of the national satellite responder, which is emphasized with Decree of the President of Ukraine No. 933/2005, Ordinance of the Cabinet of Ministers No. 696-р. In the approved national target research space program for 2008-2012 the task to develop satellite systems of telecommunication and navigation is set.

According to the world experience, one of the most economically effective types of space activity is the provision of services of satellite telecommunication systems, which highlights special attention to the implementation and development of satellite technologies of communication and broadcasting. These and others issues related to the basis of creation and development of national satellite communication system, the use of satellite channels to provide a wide range of services will be discussed on October 30, 2008 at the conference “The Evolution of Satellite Communication Systems in Ukraine. Satellite Pay TV Platforms”.

Other points at issue at the conference will be methods and standards of television networks construction; new satellite broadcasting technologies and services and the prospects of their implementation in Ukraine; the use of satellite channels for realization of the National program of building terrestrial digital broadcasting.

The organizers of the conferences are Concern of Broadcasting, Radio Communication and Television of Ukraine, the Ukrainian Radio and Television Scientific-Research Institute, Global VSAT Forum international organization.

The heads and leading experts of the following organizations will speak at the conference: State Department of Communications and Informatization of the Ministry of Transport and Communications of Ukraine, the National Space Agency of Ukraine, the Ukrainian Radio and Television Scientific Research Institute, “Yuzhnoye” SBO, Ukrkosmos state enterprise etc.

The issue of the development of the national communications policy & regulatory environment for the potential EU Accession of Ukraine will be covered by the representative of the law and consulting company Squire, Sanders & Dempsey

The commercial aspects of the use of satellite systems of communication and broadcasting will be presented by the representative of such leading world companies as Eutelsat Communication, Irdeto, Skylogic, Advantech AMT.
Other issues for consideration will be: low cost IPTV solutions for all operators, IPTV systems & convergence technologies in subscription-based multi-play (voice, video, data) platforms, the development of Ka-band satellite systems.

Market trends in the Ukrainian Pay TV market today and what they mean for industry participants tomorrow will be the subject-matter of the speech by the representative of Vision TV company – the first satellite Pay TV platform in Ukraine.
