The National Communication Regulation Commission (NCRC) is planning to hold a tender for 3G frequencies in autumn 2010.
The Ukrainian State Centre of Radio Frequencies is in the process of developing paperwork for the UMTS frequency conversion (from military into civilian use).
Moreover, the NCRC, which intended to sell one license every six months, has now changed the plans.Therefore, the Committee Head Volodymyr Oliynyk announced an alternative yesterday — the issuance of three licenses at a time.In his view, many market players fear that if the regulator issues licenses sequentially, the first tender winner could make every effort to block the follow-up.
Let us remember that the NCRC had scheduled the tender for the first 3G license on November 27, 2009, and mobile operators Kyivstar, UMC (TM MTS-Ukraine) and Astelit (TM life:) had paid tender guarantees for the participation in the tender for the first UMTS (3G) license in the amount of 40 mn UAH each. But the President of Ukraine Viktor Yushchenko forbade the Cabinet of Ministers to carry out a radio frequency conversion.
