The National Communication Regulation Commission (NCRC) has stopped the competition for licenses for the use of radio frequency resource to provide third-generation mobile communication services.
As reported, previously the NCRC received an instruction of the Prosecutor General's Office with a demand to suspend the competition scheduled for November 27, until the Ministry of Defense, the Ministry of Transport and Communication and the NCRC perform the conversion of radio frequencies in accordance with the law on radio resources and effectiveresolutions of the government.
The day before the President Viktor Yushchenko suspended the order of the Cabinet by his decree "Some issues of the conversion of radio frequency bands" of November 27, questioning the legality of the first competition for the 3G license on November 11, 2009.Before that, he had received this proposal from the apparatus of the Council of National Security and Defense of Ukraine.
According to Head of State,the Cabinet decision will reduce the level of the defense potential of Ukraine.V. Yushchenko notes that the scenario proposed by the government provides for the financing of the conversion only in the future, whereas the conversion must be carried out in the first place, and only after that the competition can be held.
